6 Service Principles and Maturity Model¶
6.1 Service principles¶
Safety, system security, compliance and contractual obligations define the feasible operating region.
Measure before optimising. Every recommendation needs reliable data, definitions and lineage.
Distinguish observations, assumptions, calculations and professional opinions.
Keep humans accountable for regulated, safety-critical and financially material decisions.
Start with offline decision support before proposing automation or operational integration.
Design for auditability, reproducibility and clear escalation.
Optimise portfolio value rather than a single KPI when the client has multiple obligations and assets.
6.2 Capability maturity model¶
| Level | Client capability | Service emphasis |
|---|---|---|
| 1 Observe | Data exists but definitions, ownership and visibility are inconsistent | Inventory, data quality, dashboards and basic reporting |
| 2 Control | Procedures and responsibilities exist but exceptions are reactive | Compliance registers, incident workflows and operating controls |
| 3 Reconcile | Technical, market and financial outcomes can be compared | Availability, loss, dispatch and settlement reconciliation |
| 4 Optimise | Constraints and objectives are sufficiently defined for decision support | Maintenance, bidding, BESS and hybrid optimisation |
| 5 Orchestrate | Validated systems support coordinated portfolio decisions | Fleet optimisation, automation, scenario planning and assurance |
6.3 Product families¶
| Product family | Primary question |
|---|---|
| Operational readiness | Can the asset move safely from development and commissioning into controlled NEM operation? |
| Performance intelligence | What is the asset capable of, what did it deliver and why was value lost? |
| Compliance assurance | Are obligations, evidence, exceptions and corrective actions controlled? |
| Market operations | Are plant capability, bids, dispatch and commercial decisions aligned? |
| Reliability and maintenance | Which interventions improve risk-adjusted availability and value? |
| Optimisation | What is the best feasible decision under technical, market and contractual constraints? |
| Data and technology | Can information be trusted, governed and converted into repeatable decisions? |
| People and operating model | Are roles, procedures, competence and escalation fit for the portfolio? |
6.4 Industry reference model Overwatch Energy¶
Overwatch Energy is a useful Australian reference for an owner-side operating model that complements rather than replaces onsite O and M. Its published material describes independent support for owners and asset managers, coordination with existing O and M contractors, pre-energisation services and continuous NEM operations. Published NEM operations services include the AEMO interface, dispatch oversight, availability bidding, trading protocols, high-level plant coordination and settlement support. This comparison is used only as a market benchmark; there is no affiliation or representation that our developing service has Overwatch's current scale, authorisations, systems or 24 hour capability.
| Published Overwatch model | Our initial offer | Potential future capability |
|---|---|---|
| Coordinate with owners, asset managers and O and M contractors | Joint owner and O and M performance interface diagnostic | Ongoing owner-side operations coordination |
| Pre-energisation operational advice | Readiness and responsibility mapping where required | Registration, compliance-program and operating-model partnerships |
| 24 by 7 NEM operations and AEMO interface | Not included in the initial pilot | Partnered or independently developed control-room service after capability assurance |
| Dispatch and self-forecast oversight | Historical exception analysis and workflow design | Continuous monitored service with authorised escalation |
| Availability bidding and trading protocols | Review of site-to-trader information and evidence | Authorised bidding support or execution under a separate model |
| High-level plant alarm and direction response | Review event communication and responsibility boundaries | Controlled remote coordination subject to cyber, authority and competency requirements |
| Settlement support | Indicative operational-to-commercial reconciliation | Formal settlement verification with appropriate systems and competence |
