1 Executive Proposal

1.1 Proposed engagement

We propose a single-asset Owner and O and M Performance Interface Diagnostic. The diagnostic will examine how information from the onsite team is translated into owner reporting, availability declarations, dispatch performance, compliance evidence, market decisions and commercial outcomes. It will provide a prioritised improvement plan and agreed coordination routines. It is not a replacement O and M contract, trading system or operational control service.

1.2 Why this matters

Renewable asset performance is divided among the owner, asset manager, onsite O and M contractor, OEM, market operator or trader, compliance function and finance team. The site team is normally closest to the equipment and knows what work is physically possible. The owner and market-facing functions understand contracts, dispatch, prices and portfolio exposure. Each party may perform its own responsibilities correctly while losses remain hidden between them. Examples include inconsistent availability definitions, delayed communication of deratings, poorly classified curtailment, repeated off-target behaviour, or maintenance timing that does not incorporate forecast market value.

The diagnostic creates one traceable view from equipment condition and SCADA data through to dispatch, compliance and realised value. Compliance, safety and contractual obligations remain the first constraints. Optimisation is considered only after those constraints are understood.

1.4 The initial ask

The initial commitment is a 60 to 90 minute discovery session with the owner or asset manager, an onsite O and M representative, and the market or commercial function. If a suitable asset and data set are identified, the parties agree a short statement of work for the pilot. The O and M contractor is treated as an operational partner and subject matter expert, not as the subject of an adversarial audit.
